HOTP is now available for android.

Download from:
http://www.cs.huji.ac.il/~ramzy/hotp

Make sure you allow unknown sources applications in order to be able to install the application
Settings->Applications->Unknown sources

After installing the application you need to go to HOTP - registration page
Fill in the form, and then you will receive an sms with a link.
Enter the number at the end of the link in the application
http://hotp.cs.huji.ac.il/cgi-bin/ua.pl?file=xxxx

For iPhone, download HOTP from AppStore.
